The county's tobacco compliance specialist, who has inspected all 114 Redding retailers, said some openly defy the law and warned that frustrated law-abiding retailers may start breaking rules too if enforcement doesn't come.

She thanked the youth speakers and county data, urged the council to hire the code enforcement officer now since license fees make it revenue-neutral, and said the hiring freeze shouldn't block it.

He cited RPD's seizure of over 7,000 illegal products and asked the council to fund the enforcement officer up front, use the county for letters and training, and put the clerk's office to work issuing licenses.
