Non-functional turf ordinance (AB 1572)
The city must define non-functional turf under a 2023 state water conservation law. Commercial properties must comply by 2028; the city itself gets until 2031 or when state funding arrives. No fines are planned.
Updated environmental review for a 20-year-old permit
Speakers from the Shasta Birding Society, Native Plant Society, and Sierra Club accused the city of 'piecemealing' CEQA review by handling the rezone separately from the jail. The county says it will run a full EIR with public input starting around spring 2026.
