Civic issues
Topics getting the most attention in Redding public meetings, ranked by how frequently they come up.
Interim City Manager performance evaluation
The council is working through the city's top administrative hire — both recruiting for the permanent city manager role and evaluating the interim city manager's performance. Whoever lands in this seat runs day-to-day city operations, from public safety budgets to development approvals.
Park Renovation Construction
Redding is ripping up Caldwell Park’s broken parking lot starting Nov. 9, and the park will have closures through May 2027. It’s part of a $6.7M state-funded glow-up that adds skate park lighting, a bike park, and new restrooms—so expect detours if you use the park.
Tobacco retail licensing enforcement gap
Residents asked the council to bring back an update on enforcing the tobacco retail licensing ordinance, noting a DOJ grant application is on the consent calendar and enforcement could be revenue-neutral through fines.
Proposed 6% REU electric rate increases
REU wants roughly 4.5% annual increases for four years, which would add about $63 to a typical residential bill in year one and $339 more per year by year four. Councilmembers pushed hard on a 58% five-year jump in personnel costs, and the hearing was continued to March 17 with more workshops planned.
State-mandated shelter and housing zoning changes
A resident urged the council to reform enforcement of the anti-camping ordinance, citing data that criminalizing street campers worsens harm, and invited members to a presentation on a specialized housing model tied to new state law SB 634.
Seventh Cycle RHNA: 5,160 units assigned to Redding
The state handed Redding a housing target of 5,160 units for 2028–2036 — more than triple the current cycle — driven by a new cost-burden adjustment and jobs-housing balance factors. The city doesn't have to build them, but must zone for them, likely raising allowed densities to 20 units per acre or more.
Bethel Collyer Drive Campus phasing and traffic mitigation
Bethel's huge church-and-school campus will now be built in three phases, with traffic fixes like the double roundabout and Twin View widening triggered as each phase opens. Ridgewood neighbors say promised mitigations weren't done before the first building was occupied and want the city to hold Bethel accountable.
Henderson Open Space homeless encampments
Speakers urged the council to handle encampment cleanups compassionately under the new SB 634 law, saying sweeps cost people their medications, IDs, and survival gear. One formerly incarcerated resident described how losing belongings can push people back into crisis.
