Civic issues
Topics getting the most attention in Redding public meetings, ranked by how frequently they come up.
Potential City-initiated litigation
The city is defending against a lawsuit filed in Shasta County Superior Court. The Council met privately with lawyers to discuss strategy, but no settlement or decision was announced.
Election Ballot Review Dispute
Redding’s mayor, city clerk, and several council candidates say they never got to review ballots before they went out, while the county elections office says drafts were sent. If the officials are right, local ballots could have gone out with errors nobody caught.
public safety incidents tied to New Life Discovery Project housing program
Redding police have been called repeatedly to motel-based housing run by the New Life Discovery Project over the past two months, responding to overdoses, a death, fentanyl arrests, and a newborn testing positive for fentanyl. Now the city is weighing whether the downtown program should keep operating.
Finance Director Recruitment
Redding’s search for a finance director drew just one applicant, and the mayor is calling that a warning sign about the city’s political climate. If that lone candidate falls through, the city has to start the hiring process over again.
Racetrack facilities future at Redding Regional Airport
Council took up the lease for the motorsports park on airport property, discussing whether to issue an RFP so multiple user groups get fair track access, and returning documentation review to a future meeting.
Circle 6 consulting contracts questioned
A resident raised concerns about nearly $400,000 in no-bid contracts with Florida-based Circle 6 for an efficiency study and reorganization review, questioning the firm's credentials and the council's judgment.
Shasta Supermodo RFP and Civic Center RFP
The motorsports club got its lease back but can't book races or recruit members while waiting on the city's RFP process, and asked the council to speed things up.
Small Business Support and Government Contracting
The Small Business Development Center's Quinton Gaddy promoted two free events: a venture conference at Turtle Bay and the NorCal Procurement Fair, where one local couple landed $750,000 in government contracts last year.
City Council Candidate Profile
Redding voters are getting a closer look at City Council candidate Paul Saulsbury before the election. It’s a useful read if you care about who will help set city policy next.
Bullert contractor storage yard rezone near Redding Regional Airport
A local electrical business wants to expand outdoor storage onto two vacant parcels near the airport, which requires changing the zoning and general plan from commercial to industrial. The Airport Land Use Commission flagged a technical inconsistency with the airport plan, so the City Council will need a two-thirds vote to overrule it. Commissioners added a 50-foot storage height limit and fencing requirements to protect nearby homes across Clover Creek.
Stillwater Business Park Buildout and Venture Parkway
The council met privately with negotiators over the possible sale of Stillwater Business Park Lot 13 to 42 Real Estate, LLC. Selling park lots brings jobs and development to the business park, but price and terms remain confidential.
Airport Cash-Flow Deficit
The airport fund shows a negative $2.3 million balance, largely from fronted passenger facility charges. The council approved a short-term internal loan and asked for a consolidated tracking chart.
Financial Advisory Committee Operations
The new citizen Financial Advisory Committee (two council members, five community members) held its first meeting in August and is reviewing quarterly reports and the ten-year plan. The council agreed to keep utility rate matters off its plate for now.
Fire Chief Retirement/leadership Transition
Redding’s fire chief is retiring, so City Hall has another big leadership vacancy to fill. The council will soon pick who runs the fire department—the people who handle wildfires, emergencies, and response times across the city. Why care? Fire leadership affects how fast help shows up when it matters.
Park Marina / Riverfront Redevelopment Delay
The McConnell Foundation's lease on Park Marina Drive expired in 2021, and residents say the redevelopment plan has dragged on far longer than promised with no public updates. Staff indicated the riverfront item returns to the council in December.
Interim City Attorney Contract Extension
With City Attorney Christian Curtis leaving for Milpitas, the council hired Burke, Williams & Sorensen LLP to provide an experienced interim city attorney at $335/hour starting April 5 while recruitment continues.
Crotch's bumblebee survey adequacy
A resident challenged the developer's desktop survey for the threatened Crotch's bumblebee, and a commissioner with relevant experience agreed a protocol-level survey was needed. The commission added a condition requiring a CDFW protocol survey before grading.
Motel use for parolee housing
Council asked staff to bring back an update on concerns about motels being used to house parolees, with information expected at the August 18 meeting or in a memo.
Landscape maintenance district assessments
The annual assessments that fund landscaping, parks, and lighting in 53 districts were adopted, with a weighted average increase of about 1.8%. Some districts rose sharply to rebuild reserves while others dropped after projects were completed.
Air Pollution Control Board shortfall payment
Redding is the only city still on the county air pollution board after Anderson and Shasta Lake bailed, and now owes about $183,000 this year plus $87,000 next year to cover the board's budget shortfall. The council paid up to keep its seat and protect the airport.
City Attorney recruitment
The city is searching for a new city attorney — the top legal advisor to the Council. The Council discussed the recruitment privately but made no announcement.
Electric utility bond refinancing
The city is refinancing about $23.75 million of 2015 electric revenue bonds at a lower rate, saving roughly $1.5 million without adding debt or years. Lower interest costs help keep electric rates stable for customers.
SB 707 Brown Act modernization and hybrid meetings
A new state law requires bigger cities like Redding to offer remote two-way participation in council meetings by July 1, 2026, plus translation, outreach, and tech-disruption rules. Redding expects hybrid public comment to go live July 21.
Outdoor construction storage in the 100-year floodplain
A half-acre parcel at 5115 Eastside Road sits in the Montgomery-Watson 100-year floodplain, and the city requires a use permit before allowing outdoor storage there. A flood study showed filling the whole parcel wouldn't raise flood levels, and conditions ban hazardous or buoyant materials. Neighbors to the east live in a residential zone, so a 20-foot buffer and an existing six-foot wall provide screening.
Police military equipment under AB 481
A resident urged the council to reject a potential Flock Safety camera contract, citing lawsuits, data-sharing incidents, cybersecurity failures, and cancellations in other California cities. Staff noted the city actually contracts with a different vendor, Vigilant.
2025 California Fire Code Adoption
The new fire code modernizes rules on wildfires, lithium batteries, and open burning, and eases burdens on homeowners — no more forced sprinklers for a 50% remodel. Unlawful burning and fireworks become clear misdemeanors.
Federal Housing and Community Development Funding
Redding is submitting its annual plan to HUD for about $1.16 million in CDBG and HOME grant money for affordable housing and community development. No public comments came in during the comment period.
Short-Term Rental Tax Enforcement Update
Council asked for a status update on the long-promised ordinance to collect transient occupancy taxes from Airbnb and other short-term rentals.
