Civic issues
Topics getting the most attention in Redding public meetings, ranked by how frequently they come up.
Non-functional turf ordinance (AB 1572)
The city must define non-functional turf under a 2023 state water conservation law. Commercial properties must comply by 2028; the city itself gets until 2031 or when state funding arrives. No fines are planned.
Caste Equity Resolution Request
A community organizer asked the council to add a caste equity resolution to a future agenda, citing discrimination stories across multiple communities and similar resolutions passed in Anderson and Mount Shasta.
Indemnification as a standard condition of approval
Staff added an indemnification clause to this project and floated making it standard citywide. Commissioner Manuel warned the language is too open-ended to be ad hoc and wants it vetted by city attorneys and developer representatives before becoming a standard condition.
Future dog park and trail dedication
The project sets aside a 2.1-acre park site intended as a future city dog park, with trails. Staff scaled back trail-building requirements to an offer of dedication of a 25-foot easement, and a resident pitched an RC crawler course for the park.
Tourism marketing strong; TOT revenue growing
Visit Redding reported hotel revenue of $63 million so far this fiscal year, growing TOT collections, and a unified tourism brand with the Tourism Marketing Group. Ironman in August is expected to draw about 1,500 athletes.
Streamlining routine floodplain permits
Commissioner Wenham suggested that routine floodplain use permits with zero flood impact shouldn't need a full Planning Commission hearing, citing hundreds of staff hours. Staff will study whether a lower-level process could work without jeopardizing the city's FEMA Community Rating System score, which currently earns residents a 15% flood insurance discount.
America 250 flag campaign
Mayor Littau is asking every resident and business to fly an American flag from May 22 to July 12 for the nation's 250th birthday — free flags were handed out at the meeting.
Water Shortage Contingency Plan Update
The city wants to shift the watering window to 9 a.m.–6 p.m. so folks watering by hand aren't stuck doing it in the dark. Redding used 12% less water than baseline last year; stage one stays voluntary year-round.
Foster Care Awareness Month Proclamation
The mayor proclaimed April 11–18 as Week of the Young Child with First 5 Shasta, and April 2026 as Arts, Culture and Creativity Month with the Shasta County Arts Council.
Firefighter of the Year recognition
Firefighter Steven Sawyer was honored as the Redding Fire Department's 2025 Firefighter of the Year and Pride and Ownership recipient, recognized for modernizing the department's technology and rostering systems.
Public records request dispute
A commenter demanded records related to an uninvestigated citizen complaint, threatening attorney involvement if the city continues to withhold them.
